The 2021 shared content folder CAN be migrated over to 2022, but once it has been migrated you cannot push it back. Unfortunately, if you are working on projects in both 20, you will have to maintain both shared content folders separately. The best workflow we have found is to have a shared content folder for 2021 and earlier and then a folder for 2022.
Plant 3D 2021 does not recognize the 2022 contentconfig.xml settings. However, this causes an issue where you can no longer use one shared content folder for your content. These files are not usereditable and are substantial in size. In Plant 3D 2022 the shared content folder has changed by moving some files to the install folder instead of being in the shared content folder.
